The Problems
These are the problems solved by this proposal:
> Iowa always first, New Hampshire always next,...
> One state voting by itself at various points on the election calendar.
> Too many states voting on the same day.
> Gaps in the calendar with too few election contests at various points.
> Too many states concentrated in the same region (South or Northeast) voting on the same day.
> Different methods of voting in various states (primaries, caucuses, conventions).
> Democrats and Republicans having different election calendars.
> Differences in how delegates are won (proportional, winner-take-all, by congressional district, etc.) with no rhyme or reason across states or the calendar.
> Different rules across the states for the selection of delegates.
> "Superdelegates" and "unbound delegates."
> The lack of loyalty of delegates to the candidate they are assigned to support.
> The lack of debates in the later stages of the primary process.
> Threats by a candidate to switch to an independent run.
